10.13.1000 - Automatically filter all "VMOTION" create reasons from dashboards

Need to create a filter in the dashboards that, by default, filters out all docs that have "v-motion" in the create_reason field.
This prevents duplicate flows from showing and is not something of interest to either SecOps or NetOps in general.
The reason to create a filter that can be toggled is in case someone does want to know about any flows that were created because of a v-motion incident.
