Proposal: Add send_cf7_to_mautic function to wpcf7_mail_sent action instead of wpcf7_before_send_mail

Description:

Some 3rd party plugins will change data or avoid sending email from cf7 using wpcf7_before_send_mail action hook. I think we should respect these plugins, and move our function to another action hook after sent email.
