Make tags or releases when bumping nushell version

Given that plugins need to be synced with the nushell version included.

It would be useful to be able to create a tag or release when bumping the nu-plugin and nu-protocol versions so users can find the right commit that works with their nushell easily.

I'd also like to add the package to nixpkgs rather than building in my own repos, and having tags or releases makes it much easier to ensure the plugin is kept up to date with nushell version bumps.

there are already quite a few tags, just not for earlier release because the plugin did not exist at the time.

i'm not particularly interested in doing releases or publishing on crates.io because it's just extra work i'm not sure i can commit to right now 😕
