[ci] Adds google_adsense to labeler.yml (flutter#8231)

Updates some CI config for `package:google_adsense`:

 * Configures `labeler.yaml` to add `p: google_adsense` to PRs with changes to `packages/google_adsense`
 * Adds me to CODEOWNERS of the package.
