With this XSD file:

<xs:schema xmlns:xs="http://www.w3.org/2001/XMLSchema"
           elementFormDefault="qualified" xml:lang="EN"
           targetNamespace=""
           version="1.0">
</xs:schema>

Error should highlight the attribute value of targetNamespace
