Accessibility : The Grid contents are not accessible through keyboard.

Issue Description :

1. Currently User is not able to access grid content using keyboard. It is only able to access column headers.
2. For Expand buttons and Select buttons in grouping now tabbing is working but still it is going to each row even though it is not having + or - signs. This design issue also needs to be fixed.

I don't understand why changing the positions of the left and right container helps address this issue, can you explain?

As after doing key board event handling changes we are facing tabbing sequence issue. So changing grid container is only to make tabbing sequence proper. First to read the Column header and then Expand all button. But as you have already mentioned in PR 7046. It may change expected NVDA behavior required to other western countries. We can not do the same.
