Include the web-animations-polyfill plugin when creating a new project

Safari depends on it for animations to work in Angular.

Ok, I'm not so sure it should be included by default now since it's only necessary when using animations.

https://angular.io/docs/ts/latest/guide/browser-support.html shows it as part of the Optional browser features to polyfill section so it should be pretty straightforward for people using animations to add it.
