Why not add conditional scope bindings / watchers / evaluation, from https://github.com/scalyr/angular to angular core? Specially EvaluateOnlyWhen, PreventEvaluationWhenHidden

If they can be implemented outside of core, then there's little value in having them in core.

We're working on other, more general performance improvements that require changes to Angular core.

See #8055, for instance.
