Yup, this is known. See #1052 and the note at https://github.com/angular/protractor/blob/master/CONTRIBUTING.md#testing-your-changes

I'd rather know about this flakiness than disable it, though I am thinking that having a separate travis queue for the IE tests would be nice.
