Image occlusion hot keys not disabled when typing

When selecting an existing Image Occlusion note in the Browser window and editing an existing text label the hot keys are not disabled, preventing typing.

Steps to reproduce

1. Open an Image Occlusion note that contains an text label
   
2. Double click the text label to edit and begin to type, in the below example I attempted to type the word "this"
