Add command to rank issue before/after another

Jira's REST API includes an endpoint to set issue ranking, i.e. set order of issues in a backlog: https://docs.atlassian.com/jira-software/REST/9.4.0/#agile/1.0/issue-rankIssues

This API is the only way to automate that at the moment. It would be great if the Jira CLI supported this!

Syntax could look like this:

jira issue rank ISSUE_KEY before|after REFERENCE_ISSUE_KEY [flags]

There should be a flag to specify which ranking field to use. Like the API linked above says, if not specified the default will be used.

Examples:

jira issue rank ABC-137 after ABC-386

jira issue rank ABC-846 before ABC-386
