This could be an issue with myget.org not being online for this time, as per https://github.com/PowerShell/PowerShellGet/blob/ea907ba9af9ccc6ce25703fcf6a7b0ee4b18d665/src/PowerShellGet/private/functions/Resolve-Location.ps1#L71, but this should be investigated and have the tests changed so they don't rely on an external repo to work.

Was an issue with the above so closing this issue as they have been stable so far.
