This is how things are in the original Excel RICE2010 version, but it very much just looks like a bug to me. At least I can't come up with any plausible explanation of why one would do it that way... Any thoughts? I don't remember, but is there a GAMS version of RICE2010? If so, maybe we could cross check with that?

I think we might want to introduce a boolean flag/parameter to a component like this named something like compat_mode that controls whether we want to run things in 100% compat to the Excel original, or with things that we consider to be bugs fixed.
