Helm Chart - Support Grafana Proxy Config of Offline Plugins

Good day!

Please, is possible to support to proxy configuration on helm chart or add the grafana plugins offline, when we install grafana, it tries to download some plugins, if the cluster has not internet connection it fail to start the pod:

Error: ✗ failed to download plugin archive: Get "https://downloads.antrea.io/artifacts/grafana-custom-plugins/theia-grafana-sankey-plugin-1.0.3.zip": dial tcp: lookup downloads.antrea.io on 10.X.X.X:53: server misbehaving
