[Bug]: Paimon tableformat for 'Commit Time' in File pages and 'Start Time' in Optimizing pages

What happened?

1. File pages for paimon tableformat, 'Commit Time' for file has wrong zone

For file 'data-ae8333d8-f08e-4686-b41a-2d8625772571-0.parquet'
create time is 2024-03-05 14:02 in hdfs filesystem

but on ams server dashboard it is '2024-03-05 22:02:34'

2. Optimizing pages for paimon tableformat, 'Start Time' for file has wrong zone and wrong value for Duration
