Feature request: support stream plugin in dashboard

refer to apache/apisix#4515 and apache/apisix#4602, APISIX 2.8 has supported

• limit-conn
• ip-restriction

two stream plugins, it would be better to add them to our Stream Route

Request help from @spacewander , would you please help me to confirm that, when we create/configure Stream Route, we can only use Stream plugins for them, right? Do we have API about how to get Stream plugin list, for I did fond them in our APISIX repo.

We don't have a way to distinguish stream plugins yet.

Hi, @liuxiran. I notice the Dashboard schema json already have limit conn and ip restriction. Are we already supported ?

Hi @zaunist, for now, we need to support Stream Route CRUD in manager-api & web first, and then we could support Stream Plugin 😄

As @bzp2010 mentioned, API has been supported, we need to support Web.
