[C++][Compute] Add FastHash32 as a 32-bit version of a scalar hash function #32264

This is a subtask of ARROW-8991 in order to track that this is a 32-bit version of the scalar_hash function. ARROW-8991 can be treated as an overall task to track if we want other versions of the function or additional kernels and options.
