DataFusion 9.0.0 Release

Is your feature request related to a problem or challenge? Please describe what you are trying to do.
I would like to propose that we release DataFusion 9.0.0 soon, with a target date of Monday 13th June for cutting the RC and release date of Wednesday 16th June (one month after the 8.0.0 release). If there are issues that you would like to get into this release feel free to link to them here.

One thing to note that I have had seeming success with is to write a blog post for every ~3 months of development -- that cuts down on release overhead and there is lots of good stuff to talk about after 3 months typically.

Speaking of which I need to make one for Arrow 🤔 🏃

I am now planning on cutting the RC this Friday, June 10th, because it fits my schedule better.
