[Improvement][api] resource file content update

used dolphin-scheduler V1.3.1,
resource file content update interface only arguments of type "String" are supported, if need update a jar file content, you must delete this file first, then upload again.
if a task depends on it, that will get worse. you must delete this task or remove depends, otherwise, you will get an exception.
