Describe the bug
The Heron UI does not work. It fails to retrieve the Packing Plan from the Heron Tracker.
heron-tracker has the following log output: "GET /topologies/packingplan?cluster=heron&environ=default&topology=acking4 HTTP/1.1" 404 Not Found

I believe this heron-tracker handler was mistakenly left out when the heron-tracker was refactored to simplify the code. Should hopefully be an easy fix.
