Adjust KIE release Jenkins jobs according to the release procedure document

Adjust the kogito, drools, and optaplanner Jenkins jobs to reflect the requirements defined on the Automation D section of the Release procedures document.

Acceptance Criteria:

• Update the jenkinsfile.release files to add a new GIT_TAG_NAME parameter
• Update the jenkinsfile.release files to remove the release promotion job tirggering
• Update the jenkinsfile.deploy files to a new GIT_TAG_NAME parameter and create a new tag in the repository after publishing the release candidate artifacts
• Update the dsl/jobs.groovy files to add the new GIT_TAG_NAME parameter
