Add a Server API to list segments of a table that are out of date

When table config is changed, segments have to be refreshed. An API to list segments that are out of date is useful to automate the ops to automatically refresh segments.

The API should be implemented in a server resource. The API should return the list of segments for a table that are out of date on that server.

Another component such as controller or minion can aggregate the list across all servers.
