[Feature] Introduce BanyanDB Exclusive feature menu and support different TTLs between minute and hour/day metrics.

Description

With BanyanDB iteration, we are going to introduce more features on BanyanDB exclusively. Because BanyanDB is designed natively for SkyWalking runtime.

BanyanDB TTL would be the first override mechanism regardless of core TTL setup.

Use case

This kind of feature is going to be more. FYI @apache/skywalking-committers

The menu should be just after the advanced feature. We could put all incoming exclusive features in this part.

BanyanDB TTL would be the first override mechanism regardless of core TTL setup.

About the details of this override, I would suggest providing HigherScalesMetricsTTL configuration. By default, this should be the same as the core TTL setup and only served as an advanced feature.
