Inactive button can be clicked

Steps to Reproduce:

1. go to page: https://nightly.apinf.io
2. click sign in
3. enter email/User name
4. click on forgot password.
5. click on Email reset link without adding nay email address

Outcome:
The button appears inactive on the first click.
On mouse hover, a forbidden icon appears on the button. However, subsequent clicks can be made on the button.
On clicking the button, no action takes place, however, this is an unusual behavior.

Expected Behavior:
an inactive button should not be clickable.

Windows 10, Chrome browser (latest), APInf production site (https://apinf.io)

The issue was identified while testing release version 0.52 on staging and was verified/confirmed in nightly apinf.
