Use case

We use both apollo-tooling and apollo-cli to build custom tooling as standalone console apps.

Describe the solution you'd like

Understanding that apollo-cli-incubating is very early it might make sense to consider publishing these artifacts with separate versions.

apollo-cli-incubating will be published again in the next version. See #5486

I'm not 100% sold on separating the versions just yet but will keep in mind for future updates.
