Prerequisites

Requirements

Update harmonizer to support the version that is published from the work in apollographql/federation#895. This is to support an updated composition algorithm that supports a new @tag directive landed in apollographql/federation#859 and bring this functionality (and the appropriate validations) to rover supergraph compose.

Once apollographql/federation#895 is completed (i.e., a new harmonizer is published), we should update rover to that version.
