Migrate tests/lints from GitHub Actions to CircleCI

This will provide the following benefits:

1. Access to beefier machines means faster builds
2. We use CircleCI for almost all other Apollo projects
3. We can use build images that are better for building for older versions of glibc (we're thinking Centos 7)
