Webengine was not installed at the time of last new Visual studio image releases due to it's being moved (along with much other reshuffling of installable components) to a different area of the QT SDK repository (https://qt.mirror.constant.com/online/qtsdkrepository/windows_x86/desktop/qt6_dev/).
It will be added back on next image release.
