access denied errors on initial install

Describe the problem

I have a computer from my university with managed users and admin permissions
replaced my username with <>

first tried installing rc9.2 for all users

got this error -
Error: 13 INTERNAL: Cannot install tool arduino:avr-gcc@7.3.0-atmel3.6.1-arduino7: moving extracted archive to destination dir: rename C:\Users\tom.sofer.TD-CSF\AppData\Local\Arduino15\tmp\package-2745864123\avr C:\Users\tom.sofer.TD-CSF\AppData\Local\Arduino15\packages\arduino\tools\avr-gcc\7.3.0-atmel3.6.1-arduino7: Access is denied.
(arduino boards not available for use)

then tried installing only for current user

got this error -
Error: 13 INTERNAL: Library install failed: moving extracted archive to destination dir: rename C:\Users<>.TD-CSF\Documents\Arduino\libraries\package-3464911818\TFT-1.0.6 C:\Users\tom.sofer.TD-CSF\Documents\Arduino\libraries\TFT: Access is denied.
(arduino boards are available for use)

To reproduce

simply install for current or all users

Expected behavior

no errors
