IDE occasionally fails to detect any serial ports

Describe the problem

The 2.3.4 IDE occasionally fails to detect serial ports on macOS. This is a problem with the CLI: arduino/arduino-cli#2784.

To reproduce

1. Open IDE
2. No ports are detected (the OS can see these serial ports)

Expected behavior

The CLI + IDE can detect the serial ports.

Not only on MAC. I noticed this Intermittent serial port disconnection today on Ubuntu 24.04 .
