Matter add support for Shutters (without Tilt)

Description:

Matter: support for Shutters (including auto-configuration). Tilt is not yet implemented although it is exposed to the coordinator for testing.

Simplification of plugins and automatic registering of classes.

Implemented a lazy update of shadows (only once per tick, unless a change was made).
