Do failed sync's block newer commits?

Is it expected that failing to sync a commit would block moving on to later commits?

I set the retry limit to infinite. The behavior I desired is I'd like Argo to keep retrying a given commit until

• Applying the commit succeeds
• A newer commit is pushed
