workflow got error: not found workflow template when deploy first time

I got error

Failed: invalid spec: templates .... not found

when I deploy workflow at first time but if I try to click retry button then a workflow can run perfectly

• use ArgoCD to deploy workflow on Argo workflow
• separate workflow template and workflow file

I think workflow run before deploy workflow template

How to deploy workflow template first and then deploy workflow?
