Does /home/arkserver/.steam/logs/stderr.txt or /home/arkserver/.steam/logs/workshop_log.txt contain anything that can help debug the issue?

That is complaining about missing files from another mod (2007430597).

You can try using arkmanager remove-mods 2007430597, then try downloading the mods again.

Alternatively, an option is to try deleting /home/arkserver/.steam/steamapps/workshop/appworkshop_346110.acf, and then try downloading the mods again.
