Let users with role ROLE_CFO create a new settlement for the transactions that do not belong to an event. The settlement should include all unsettled stand-alone transactions up to and including the ending date set for the settlement.

All submissions that belong to the same submission should be grouped to a single transaction representing all the original transactions from the submission. This transaction will not be persisted, and will only be used for grouping the said transactions.
