[Dev] Add express-reloadable?

This repo is just an express app, perhaps we could use express reloadable instead fo the full restart. It ain't super slow, but it's kinda slow. I've definitely waited.

Ideally someone other than @damassi does it so that we get some fresh perspective on using the lib
