This class contains different overloads of the ReloadOnChanged() extensions on IConfiugurationRoot, and it seems to be just a leftover of the RC1 design.

Moving this to RC2 as my understanding is that we want the majority of the template cleanup to happen now, and we should avoid releasing APIs in RC2 that we know we won't support in RTM.
