Create a service that monitors all sensors and detects faulty conditions.

generate a web page with all statuses
* motors speed
* telescope position (encoders)
* lights on/off
* focuser position
* dome position
* etc.
detect faulty conditions:
- motors engaged but telescope position not changing
- telescope in tracking more (speed =~ -27) but lights are on
- etc.

Perhaps also create a hardware panel with LEDs?
