Create/maintain metadata table in generated SQLite file

This table should probably indicate what version of the application created it, a schema version, etc. If at some point this app is updated to "sync" the table contents instead of regenerating the file each time this may be required in order to support migrations (e.g., field changes).

• regen date/time
• potentially the hostname of the system where the regen work was done
• source database server
• source database name
• other values related to the regen
