Update Karma 0.13.19?

I ran into issues using Karma 0.16.6 with my application. Upon further investigation, I came across an issue on the Karma repository where an update to Socket.io caused this with the 0.16 version of Karma. It seems the fix listed in the issue: karma-runner/karma#1782 - is to update to 0.16.19. I did this locally and my tests work properly now,
