Since creating super admin is currently broken, for newly joined implementors need a way to create them. Because of other priorities, if we create the documentation for now and someone in implementation team can follow it when necessary until the fix is done.

Acceptance criteria:

Make sure both documentation for cognito and keycloak works
For testing the same when creating doc, create super admin for vajiyanthi
