Catchment Re-added During User Edit After Removal

When editing a user, the catchment that was previously removed from the user is re-added automatically upon saving. This issue occurs even when the catchment has been explicitly removed prior to editing

env : staging
org : Test dashseven
user : test@dashseven

Steps to reproduce :

1.Login to the webapp
2.In the backend delete the catchment for the particular user
3.again go back to the webapp
4.edit the user dont add the catchment save it

Expected result : catchment should not be added again
Actual result : Catchment is added again
