Add an option to send WLED UDP Sound Sync Packets

What problem does this feature solve?

In addition to the normal HyperHDR mode, sometimes I'd like to make the strips sound reactive. My strips are driven by WLED, which has lots of great sound reactive animations. It would be nice to share the captured HDMI audio with WLED, and there's already an API for this!
