Construct to create Cedar Policy #523

Description

Creation of a construct to create Cedar Policy, which is consumed by services such as verifiedAccess, and verifiedPermissions.
This could be something similar to the IAM constructs.

Closing this ticket. We believe the functionality is beneficial, but does not intersect with the core framework and should be vended and maintained separately.
