Service Catalog Error - Resource handler returned message: "No launch paths found for resource"

I am trying to deploy a service catalog provisioned product for an ACM certificate using the following code in us-east-1 (stack definition removed)

which results in the following error:

Resource handler returned message: "No launch paths found for resource: prod-XXXXXXXXX (Service: ServiceCatalog .....)"

I have confirmed the launch path_name is correct by running the following:
aws servicecatalog describe-product --id prod-XXXXXXXXX --region us-east-1

Additionally I have tried using the path_id which results in the following error:

Resource handler returned message: "Invalid request provided: AWS::ServiceCatalog::CloudFormationProvisionedProduct"

I have verified the role used for deployment has admin privileges for this portfolio, what am I missing?
