There should be 2 sections.

SAME APP DIFFERENT STACKS

Same environment: just pass and use the object directly.
Different environments: build a complete ARN manually and use the ARN to import.

DIFFERENT APPS:

This section, but mostly to be rewritten once #1546 lands.
