Docker version 19.03.13

Current version is 19.03.11 https://github.com/aws/aws-codebuild-docker-images/search?q=19.03.11

There's some issue in the 19.03.11 version that might be fixed on docker version 19.03.13
moby/buildkit#1678

The issue is regarding --cache-from which we exploit for docker layer cache
because i think there is no other solution for now described here #194 (comment)

Can the AL2 and Standard4 use 19.03.13 docker version?
If can, do you have the ETA?
