There are several problems associated with our existing CI solutions:

• Travis CI times out in 50 mins Travis CI times out on PRs which impact 300+ packages #346
• CodeBuild logs are not publicly accessible by default, although there are some solutions to make logs accessible temporarily as described in Travis CI times out on PRs which impact 300+ packages #346 (comment)

Describe the solution you'd like

• Explore if GitHub Actions can solve our problems
• Note that GitHub Actions is in Beta right now, and is expected to go GA in November at GitHub Universe

Describe alternatives you've considered
We're currently fixing issues with TravisCI and/or CodeBuild

Reopening, as we exploring GitHub Actions for CI is still desirable.

An attempt was made to use GitHub Actions in #1265
It was reverted as GitHub which contain AWS credentials to run CodeBuild are not shared with forks #1278
