Describe the bug
I can not dismiss the Amazon Q tab in the AWS Toolkit. I constantly have to switch to the Explorer tab, the only one I use.

To reproduce

  1. Install AWS Toolkit.
  2. Open AWS Toolkit side panel
  3. Get Amazon Q as the focused tab
  4. Dismiss tab
  5. Restart IntelliJ
  6. Open AWS Toolkit side panel
  7. AWS Toolkit defaults to Amazon Q tab

Expected behavior
Tab stays dismissed, default to Explorer tab

Your Environment

  • OS: MacOS 14.7
  • JetBrains product: IntelliJ IDEA
  • JetBrains product version: 2024.1.6
  • AWS Toolkit version: 3.36-241

Additional context
There are a bunch of closed-out bugs saying this isn't supposed to be an issue with Q having been moved to its own plugin. But I don't have Q installed, and it's definitely still an issue for me.
