What happened
When attempting to add a worker node group to an existing cluster I receive an error indicating I cannot add or remove machine configs.

cannot add or remove MachineConfigs as part of upgrade

A new TinkerbellMachineConfig is added for use by the worker node group.

What you expected to happen
I can add a new worker node group with a new machine config.
